According to reports, the guiding opinions address construction projects in five aspects: chemical raw materials, pesticides, and dye industry site selection principles and overall layout, technical equipment level, pollution prevention measures, total control and clean production, environmental management and environmental access indicators Environmental access was regulated, and clear requirements were put forward for the technical equipment and processes of the above three industries to improve the safety and advancement of processes and equipment.

At the same time, the guidance also made detailed regulations and requirements for pollutant control, and proposed corresponding control principles and control measures based on the specific characteristics of the industry’s pollution discharge. Put forward high-standard construction requirements for newly-built enterprises, and pointed out the direction and goals of rectification and reform for established enterprises. Taking into account the current situation of established enterprises, the guidance will be implemented for established enterprises in the above three industries from January 1, 2023, and a two-year upgrade and transformation period has been reserved for established enterprises.
